Mr. Galvin has more than 19 years of experience specializing in large-scale remedial investigation/feasibility study (RI/FS) programs, remedial design, soil and ground water remediation, underground storage tank (UST) management programs, construction management, and storm water management. He has managed complex investigation and remediation projects at State Superfund sites, airports, rail yards, electronics manufacturers, manufactured gas plants, military facilities, former ordnance manufacturing facilities, and other industrial facilities. In addition, he has successfully managed large-scale, long-term Potentially Responsible Party (PRP) group projects. such as his 10-year project management role on the Old Hammer Field (Fresno Airport) solvent remediation project in Fresno, California.

Mr. Galvin has proven skills in developing and successfully negotiating innovative and cost-effective remedial alternatives and site closure strategies with the California Department of Toxic Substances (DTSC), the California Regional Water Quality Control Board (RWQCB), and various local agencies throughout California. He has successfully negotiated favorable remedial goals and managed the site cleanup and closure process for sites impacted with VOCs, hydrocarbons, heavy metals, PNAs, pesticides, and PCBs.

Mr. Galvin also has extensive experience assisting industrial dischargers in maintaining compliance with State NPDES storm water regulations. He has inspected numerous facilities for compliance and recommended operational changes and innovative BMPs to improve storm water quality and achieve storm water compliance. He has developed storm water compliance training programs and delivered training to industrial facility staff. Mr. Galvin has also provided engineering support to dischargers faced with third-party enforcement actions related to alleged Clean Water Act noncompliance.

Mr. Galvin has provided litigation support and expert testimony in support of UST removal and remediation claims. Over his career, he has been involved in hundreds of UST removals as project engineer or project manager. He is intimately familiar with the UST corrective action regulations and corrective action process.
